I actually posted it in this forum back in June in case anyone wanted to see it.

We had a individual from cita visit our shop and she was able to acquire it. I think she had to ask a shop on gc to give it to her. This leads me to wonder if this is a government mandated document or an agreed to document among the various dive shops in the caymans.

It is a CITA issued document. There's a good relation in general between CITA and the diveshops, so there is mutual consultation in creating the guidelines.
