Non made in China wetsuits?

I have two Bare wetsuits made in Cambodia, but they’re a few years old.

I have two BARE Velocity wetsuits.

The older one is a 3mm, and the label says "Made in Canada".

The newer one (five years or so old) is a 5mm, and unfortunately I can't find the tag, but I am assuming that is because the Canadians hid it so well.
 
If the Neoprene is made in China but the suit is sewn in the USA, does that make it "Made in the USA"?

What are the "requirements" for that label? And does anyone really enforce it?

I wouldn't hold my breath. As long as it's cheaper to make overseas the companies will make it overseas.

Might be a problem with US grown rubber.
Rubber trees are grown in regions that are hot and moist, that is: in Africa (250 000 tons of natural rubber); in Central and South America (31 700 tons of natural rubber) in Asia, which is the chief producer (3 207 100 tons of natural rubber).
