This is what patagonia uses: Home - Yulex I think some other manufacturers are starting to catch on and do a similar thing.
I've heard that regular neoprene production is particularly nasty to the environment compared to other plastics/textiles, though I'm not sure exactly how or why. I don't know much about how neoprene is made, maybe someone else here can fill in some details.
Of course environmental impact isn't the only reason to buy from first world manufacturers.
