I don't think there is such a place in Okinawa.

I don't know about the "resort" part but I can strongly recommend reefencounters.org for the rest of what you are looking for. And they can certainly recommend places to stay.

Check out my dive report here: I stayed on Zamami (Keramas) and dove with Heartland. They have an English divemaster, Momo. There's also Joy Joy on the island that has English divemasters.
