I'm in Central Oregon and have always wanted to learn to dive.

In the last couple of years being here, I've noticed that we don't seem to have a local team and was wondering what I can do to get started. It appears that whenever someone is needed for a recovery or search operation outside people have to brought in, so there's some level of need, but not the apparent budget.

Any suggestions on what I can do to become a viable resource? In terms of training, experience, etc? Are there other teams that take volunteers, or provide training, etc?

Any help or ideas is greatly appreciated.

Check with your local EMS first and see what is available, allowed and legal in your area. That includes local Police, Sheriff, State Police, Fire and medical. Also find out who or what agency has the ultimate responsibility for rescue work.
