I'm sure I'm not the first to ask this question. I'm looking for suggestions for good SCUBA diving fins that are 22" inches in length or less. In other words, something that will fit in a regulation carry-on. My shoe size is 13 and what I have now are longer than 22".

Force fins? (Ducks)...
 
I took a pair of old fins, trimmed the ends to fit in the carry on. The short fins only lost a percentage of kick, but not as weakened as if i was wearing split fins.
Can’t trim some fins, due to material, or shape, (force fins), but you can try this with an old beat up pair to see if it works for you.
 
I had a pair of Cressi Pro Light fins I cut off almost five inches of the blade. They actually kicked good enough for what I was doing.
