I suspect many drivers and other businessmen use 10:1 Peso to USD because it's much easier to convert than 13:1 and then they have conversion expenses.

It also makes it really easy for the cruise ship people, no need to learn an exchange rate or ask everytime- just move the decimal point. (Some still freak out at $85 plates of nachos though...thinking is hard)
