Still over that 200 dollar budget for the tray with 2 arms and 2 video lights though

A regular torch will not work as a video light source as you would get a hotspot. Any torch with a built in reflector (the silver thing behind the LED) focusing the beam is no good.
You will notice video lights either have the LED's flush with the front or sometimes have a focusing lens so you get a wide consistent light source

Here is an example of a torch beam as well as a video light beam. A torch beam is focused so it can see long distances, this is no good for a video light as you will get an overexposed center to your image and very dark at the edges.
The video light has no hotspot and a consistent wide light beam to evenly light your scene.

That kit looks good.. Just the flex arms are too much. $80 for the pair. Seems like it should be possible to buy those from another source for less?

problem is that cheaper lights usually don't perform as well. making your own tray is the better option when your budget is that low so you can spend as much as you can on the lights.

I'm not sure where the OP is headed but my advice would be to spend the money on a decent tray and filter and get lights later. Unless a person wants to do some real close-up shooting, the lights won't do you any good.
If you buy cheap lights now, that just means you'll have cheap lights to give away when you break down and buy good lights. But for under $200:
generic video tray, $40
Archon D11V video lights, $100 ($50/each)
Snake River arms with torch mount, $45
or
generic video tray, $40
Archon D11V video lights, $100 ($50/each)
Archon Z01 mounts, $46 ($23/each)
RAM ball mounts, $18 ($9/each)
The light mounts are the hardest part to find at a good deal. Snake River has a good solution but no need for a $130 tray.
