Can we safely assume that you remove it from your neck when going through airport security?
Yes. It gets removed and goes through the x-ray machine. I've never had an issue with taking a soft neck weight in a carry-on bag or as an item that I'm wearing, as long as the weight is placed separately to be x-ray scanned. If it is inside a bag, they will inspect the bag to see what this thing is that they cannot see through and what may be hiding in its shadow.
 
what is missing is inflatable sleeve around it so it can double as "travel pillow". ISAGN
 
OP this will not help you with your original ? but it will IMO help you get a handle on how much weight you need with your suit, tank, and any extra, better than a guess.
