I've twice dived in Bali and stayed at Tauch Terminal and will go back there the next time, but there are other other options: Mimpi Resort is a few hundred feet east of Tauch Terminal: maybe a little nicer but definitely a bit pricier at that time. Mimpi has the Coral Gardens right in front and is closest to the drop-off dive. There is another resort just next to Tauch Terminal, but can't remember the name. And then across the main road, there are a couple of other places to stay in which are probably even cheaper.
There are a few Mimpis, including one in Menjangan, so for Ikepharm, this might be an option to consider. I did not dive in Menjangan, but just to the west, I dove at a place called Secret Bay that used to be very good muck diving in very shallow water. The water temp is about 65 F tho. Best if you check with the local dive shop to seeif it's still worthwhile.
As for Nusa Penida, I dove it twice on day trips during my stays in Tauch Terminal. Tauch Terminal has a branch office in Padang Bai, so they bus you there and you board the boat there. I went in October once and in September the next time, and at that time of the year, there is a good possibility of seeing oceanic sunfish or mola-molas, which we did see. Don't know what is there to see the rest of the year. The water is indeed colder (it was around 70 when I went) and there are areas in Nusa Penida that have strong currents, sometimes in every which way.
I don't think that there is something comparable to Horseshoe Bay (Rinca) in Bali, but I still like Bali anyway, especially Tulamben, for the tranquility and the rather underrated diving there.
