What kind of answer are you looking for? What do you mean by "#1 Dive site?" Do you mean the best dive site or the one that gets the most traffic? Best shore diving? Best wreck diving? Best reef? Best place to spot big pelagics? Best drift diving? Best place to get eaten by a colossal squid?

"#1" is so wide-open to interpretation it's meaningless.

I think the most popular one is the Red Sea, coz it's cheap (and that matters).
