With all due respect to the instructors with strong opinions on the subject, it doesn't make that much difference. While there are some differences, I'm not sure that they're significant in the scheme of things.
Good instructors go beyond the minimum requirements of both organizations, and great instructors will also impart some of their philosophy of diving.
In any case, the basic course is just that, a basic course designed to teach you the fundamentals, and get you to the point where you can safely dive in good conditions, gaining experience and improving your skills.
By analogy, consider drivers ed; regardless of the quality of the course, drivers only really develope skill after getting their license, and gaining experience driving in various conditions.
As to how to find a good instructor. Ask for recommendations from local divers you might know or at a local club if there is one.
