I'm quite biased toward Southern California... (but I've only got Key Largo and Ft. Lauderdale Florida to compare with)

There are so many amazing photo subjects in SoCal, from kelp forests to nudibranchs to giant sea bass, bat rays and torpedo rays....
 
Lembeh Straits.
 
A nude beach with nothing allowed but 30-40 year olds and 100 ft vis :D Some aging has meaning and value like a fine wine.
 
For big fish, its got to be the Galapagos. For reef life and color I love Fiji.
