Yikes! Avoid the Philippines for now! The Coronavirus is not under control with trends in the wrong direction (link below).

Consider choosing a country that is "beating Covid-19" and avoid those countries that "need action" and are popular dive destinations like the Philippines, Egypt, Indonesia, Mexico, USA, etc.

I do not plan to dive again for a year or two. Take care. Dive local when it is safe.
 
The only country that is really doing very well is Republic of China(Taiwan) which is NOT even a member of WHO.

Screw the WHO and China. Taiwan already sent in scientists and medical professional to China last year. We heard rumblings about a new Sars back in the first week of December from Taiwanese working in China. Taiwan learned in 2003 never to trust the communists in China and implemented screening checks at airports since 2003. The WHO of course ignored Taiwan's warnings of human to human transmission.

China also locked down the province of Wuhan to stop the Chinese Wuhan Virus from spreading to the rest of the country but knowingly let infected Chinese fly out from Wuhan to spread the virus to the rest of the world.
 
Duterte will not be easing quarantine restriction any time soon. It's better to wait. My source of info is a friend who lives on Mindoro.

The information concerning a 14 day quarantine is primarily focused on Philippine nationals.

It would be almost unheard of that foreign nationals would be allowed to stay in the country if they arrive at the airport. Duterte will not permit it.
