There is a boat at Palancar Beach Club that will take you out to snorkel the top of Palancar Reef. I've seen snorkelers there while doing a safety stop. The reef there is at about 15-20 feet below the surface. Lots of wildlife.

Check the SSI website. They list the SSI shops on Cozumel. Dive Paradise is the only shop that rings a bell. I have always dove with Aldora and they are a PADI shop.
