Probably mean Tormentos reef, big problem in Cozumel many divers are a couple of dives a year types IMHO.
Diving only a couple of times a year doesn't automatically make you a bad diver.

Who said anything about a bad diver? It does mean a diver that should use judgment and maybe try a couple of shallow easy dives before taking on the deeper tougher dives which is often not the case.
