Currently the Port Captain has said the current plan is allow a morning dive and then close after 12PM
I like this guy, he seems fair. Hopefully none of the operators push it and get in trouble.
"NOTE: at 06:00 hrs on March 23, 2024, the port opens to navigation for vessels less than 15 meters in length. Taking into account that the closure of the port is contemplated starting at 12 noon on the same day for vessels less than 15 meters in length and all recreational aquatic activities are suspended due to forecasts of winds from the north."
 
Coming back in @ 11:30 passed a Fury catamaran heading south packed with snorkelers off a cruise ship.

I know it’s only Sunday, but how bad is Thursday afternoon looking? We’ve got Thursday and Saturday afternoon booked. Arriving Wednesday and leaving Tuesday afternoon, so we’ve got options.

Only diving twice, it’s our first time diving after getting certified a couple weeks ago. Hoping kids fall in love with it and we’re back often doing 4-5 days of diving

Well exercise those options, Thursday is almost certainly a no go and Friday may open a little late.

Current forecast has moderated but the result is the same. NNW to N above 25 k/h will most likely lead to closure

The key is 15 meters or less, as the wind increases and swings north I would expect that closure to broaden.
The phrase 'all kinds of recreational water activities throughout the jurisdiction is planned' means all waters around the island and includes snorkel trips by larger vessels

Updated wind forecast, when it goes purple, from due North, even the ferry operations are questionable so while you may make it to the Mainland for cenote diving there may be no ferry running back this evening

With the forecast looking similar for Friday, we are thinking of going to PDC on the ferry for a cenotes trip. How often do the ferries get closed, too? We'd hate to get stuck on the PDC side due to closure.

Pretty rare.
We've only seen crossings closed once - the day of a hurricane's arrival and the day after.
We've been on some very rough rides when a lot of barf bags have been passed out and put in use.

Your wind speeds are in Km/h. Mine is set to knots. It might be what is causing some confusion - your earlier screenshots don't have units.
