Yes, float on your back to do the kick correctly without actually diving. No mask or snorkel needed either. You are trying to clap the bottoms of your feet together and should feel pressure on the bottoms of your toe tips if you're doing it correctly.

In case of effective - you can use very simple way. (with scuba or holding breath)
When you use snorkel - you can get two bad things:The OP has a rather nice collection of snorkels. Why hold your breath when you can use a snorkel?
I practice kicks this way holding on to the pool wall.
