The entry test alone should indicate that travel to a US territory is simply not the same as traveling to another state.
Everything I've found on line says that traveling to and from a US territory is just like traveling between US states, although you may be asked to prove that you are a US citizen at some point. I have never done it myself, though, and COVID restrictions may be different.

Except they're not asking for the test to fly to Cozumel. Which is the main reason why were finally going. (I mean, we must check it out sometime, but it was always "some other time" until now.)
 
Why would requirements be the same as returning from Mexico? It’s considered a domestic destination.

I’m now looking at USVI too as an option.
I looked into the USVI this morning. They are at a level 4 for covid which is the highest . I don’t live in fear but....
 
I wonder if you are symptom free but test positive, if you are able to get re-tested(at your own expense) to rule out a false positive or if you are immediately thrown into the penalty box. I see a lot of posts about 14 day isolation. According to the CDC website, it states 10 days max.

I think from the US standpoint all they need is that negative test to present to the airline within 3 days of departure. They will have no record of any tests except the one presented to them. What the country/Cozumel will do is uncertain but I doubt they will attempt to prevent departure.


If the US approaches this requirement the same as all previous attempts to control spread/human behavior, this will all fall apart within a few weeks.

These policies are so similarly written that it sounds to me like these places have bought insurance to cover their losses in the event that they have to supply the service, and the underwriters consider the risk to be low enough to make the premiums affordable enough for the resorts to write it off as an advertising expense.
