I went on the Nautilus Explorer twice and would recommend them. The Solmar V, Rocio del Mar and Nautilus Explorer all seem to get consistently good reviews. If I were to go a third time (and I probably will) I would go in April for the Humpbacks (and of course the Mantas - but they're always there).
As previously mentioned Saba is a good option from Toronto. Your best bet is probably Toronto to St. Martin via WestJet and then on to Saba via Winnair.
Thailand is generally considered to have much better diving. If you're in Cambodia and you want to dive you might try Sihanoukville (I was in Cambodia but didn't dive there - I went to Thailand to dive). You'll find lots of information in the Asia forum.
