While I'm not an expert on DIR I can explain some things about DIR while you wait for others to post a reply.

DIR stands for "Doing it right". It's an entire way of thinking about everything from the type of gear you use to the way it's configured to the people you dive with. There are many posts on this subject here on the SCUBA Board so look around and you'll find lots more information. Just be forewarned, some people are very passionate about DIR and the discussions can become very heated. LOL

The necklace reg rig is for your backup regulator. Instead of carring it around in a clip hanging off your BC sholder strap DIRers place a light weight bungie cord around the base of the mouth piece to form a necklace and hang the regulator around their neck. This keeps the regulator located in close proximity to the mouth where you can locate it quickly and also keeps you from loosing it if it became detached from the clip on your BC and floated behind your tank. Of course doing this makes donating the regulator to your buddy impossible so your primary regulator becomes the one you would donate and is usually attached to a 7 foot long hose to make a two diver accent or exit from a confined space where a single file exit must be used possible.
