I have looked at a Halcyon titanium 3 inch blade knife and one by Oxychec for about half the price. They look exactly the same with a different pouch. Are they the same knife?

They look identical to me.

There are a lot of items in the marketplace that are bought from OEMs and then branded by the manufacturers. Knives are definitely included in this list.
Yep, you'll even find a lot of very similar regulators out there. The only difference is the name on the faceplate.
