I'm pretty sure it's actually a joke in response to the other measure mentioned first in the article. There's been a few of these lately where elected officials are just trying to point out what they believe to be ridiculous proposals via even more ridiculous proposals.
They want more future taxpayers, and intend to do something about it.

An ammendment should be added outlawing "blank" ammunition. Imagine all the random killings avoided by using blanks in starting pistols, childrens toys, etc.
If they can't distinguish the difference between avoiding a pregnancy and terminating one there is no hope for these people.
