Nothing, seems to be solid. I know where you were going with that though. In Cuba I dove with a dive master who had BB's in an aluminum cigar tube. When shaken, it was great attention getter.
If it seems solid it's because the banger is frozen in it. It's definitely an attention getting shaker. Shake it harder. Never mind the neighbors driving by while you are in the garage furiously shaking your yellow thing. Nothing to see here, move along. Smile weakly.
 
Wookie wins! Mystery solved. After repeatedly banging it on my tile floor I was able to get something inside to move. Still not sliding freely, but I think it is noise maker. Thanks everyone.
Well, if it wasn't a noisemaker before it is now!

Maybe it floats just over the diver as a diver/pair/group id float:
Diver: "Jim in red, sally is blue, tom is green"
Pair: "Why are none of the buddy teams together??"
Group: "If you are a blue diver, and you find yourself surrounded by red divers, this is not your group."
