Water in large enough quantities to get into. Breathable gas in a can. Some way to breathe it in said water. Propulsion devices to attach to body. Some way to see. Something to look at. (This last does not apply to Public Safety Divers.) :D

you've got to be GAY, and being able to swim 1 mile in under 18 minutes
 
A love of being in the water or you'll be a short timer.
A good enough instructor to get you started, some need more help than others.
Enough discretionary cash to get the ball rolling.
Enough time to become a safe proficient diver

You'll need a self contained underwater breathing apparatus, duh.

Oh, and every single one of those fancy certification cards the dive shop sells….
