common sense....

Water in large enough quantities to get into. Breathable gas in a can. Some way to breathe it in said water. Propulsion devices to attach to body. Some way to see. Something to look at. (This last does not apply to Public Safety Divers.)

You'll need a self contained underwater breathing apparatus, duh.
Oh, and every single one of those fancy certification cards the dive shop sells….
