Your bathtub.

Warm water= tropical
Cold water= Not so tropical
Ice water= Not tropical at all

Don't base it on $$$ cost. Base it on your enjoyment.

The man speaks the truth. Generally speaking, within a day's drive of home will be very affordable, and most parts of the country have some decent if not great diving from July thru Sept.

Thailand has is regarded as one of the most affordable places in the world to make your dives or even dive courses. With warm waters, great marine life and great after diving life, combined with tropical beaches and reasonable accomodation and food.
 
Currency is a consideration too - particularly if talking about US dollar.

It also depends how long you intend to stay.
You have to sum up Travel Cost + Lodging Cost + Diving Cost.
Some exotic places are very expensive to get to but if you spend a month then Lodging & Diving is cheap so total cost is low. There are all sorts of combinations.
So, are you talking about 1 day, a weekend, a week, 2 weeks, a month?

I find it cheapest to drive down to the beach and walk into the ocean.
 
It's only a 1 mile to the boat launch and less than 1 mile to the beach from where I live but there's not much to see but beach sand in Lake Mich. and right now the water temp is 54F so you'll need a thick wet suit or a dry suit.....to see the sand.
