Don't let him dive like that. If he ends up in trouble, e.g., getting entangled, it will become your problem to solve.

I am 100% sold on the sidemount bottle configuration approach, as anything else will end up dangling. Does your friend know that you've taken this picture?

He knows because it was his camera and he is aware of the problem but not necessarily of the solution (e.g. moving D-rings, bungees, tightening the stage kit, …)

And every time you kick, that tank would have to feel like a pendulum swinging below you. That would drive me bonkers.
