A woman I dive with that has similar height and torso measurements to you, has to have her backplates redrilled. The stock drill holes are wrong for her. She has another set drilled 1 inch lower to make everything fit her.
If the normal adjustments don't work you may want to consider this modification. That is one of the benefits of a BP/Wing configuration.
