Article said that the boat couldn't get a license to operate unless it was classed by one of the 12 classification societies. That's a huge deal. Would have cost me (on the Spree) over a million dollars, the loadline by itself was over $200k. It sounds like they are in negotiations to remove the requirement. Without going too deeply into it, and to reference what Jack said above, it will need a stability test, you get to tear the engines down just for giggles, and every part brought on the boat must be approved by the classification agency. Boats are built to be classed, you would never try to bring an existing vessel into class, and the annual inspection is beyond barnyard stupid as far as pricing goes.
If Sri Lanka actually goes through with their requirement to have a classed vessel, they will never have a liveaboard there.
